British Universities.
Tony Blair has been pushing to let universities charge tuition, one of the first chinks in Europe's government paid universities. The Economist gives a rundown on the subject.
Well worth the read. The Europeans know they have a brain drain, and at least some of them know they have to fix it.

Ooooooh, bad move. We really benefit from the brain drain. Or, as a measure of our support, maybe we could send the humanities department from Berkley to revitalize their institutions.
